The short answer
Do German citizens need a visa for Azerbaijan?
Yes. German ordinary passport holders normally need a visa before travelling to Azerbaijan and are eligible for an e-Visa. German or EU citizenship does not create a general visa exemption. For a short holiday, the electronic application is an available route; longer stays, unusual travel documents and individual exemptions need a separate assessment.
Before you start
Three checks for your German passport
Bring a Reisepass
A German Personalausweis is not accepted for entry into Azerbaijan. Use your passport when preparing the application and booking your journey.
Choose the travel document first
If a replacement passport is on the way, finish the renewal before applying. The visa must correspond to the document presented when travelling.
Check the arrival route
A visa is not permission to use a restricted border crossing. Confirm your route before arranging an overland journey from Georgia.
Choose your processing option

Use your passport rather than your German ID card
The freedom to use an ID card for many European journeys does not extend to this trip. Keep the German passport open beside you while completing the application; details copied from an ID card or a saved airline profile can belong to a different document.
Germany also issues temporary passports. Acceptance of a document for travel and its suitability for an online visa application are separate questions. If you will use a temporary, emergency or other non-standard document, establish the appropriate visa route before choosing an ordinary-passport application.
Check names, passport numbers and renewals together
Use the surname and given names shown in the passport, including additional given names where requested. If an umlaut, a name change or the layout of your document leaves you uncertain about an entry, resolve that point before submission rather than inventing a spelling.
For a couple or family, compare each application with that person's own passport. Review the document number, date of birth and expiry separately. Do not reuse an old scan simply because the personal details look familiar.
Start with Germany already selected.
Plan the route before a wider Caucasus itinerary
German travel guidance currently describes air travel as the available ordinary entry route for German citizens. Although passenger rail service with Georgia resumed in May 2026, the guidance says the reopened connection is restricted to travellers from visa-free countries. A German e-Visa does not remove that restriction.
If your itinerary includes Tbilisi, separate the question of reaching Azerbaijan from the question of obtaining its visa. Check the actual transport arrangement and current crossing rules before paying for a connecting leg. Recheck these details close to departure because transport access can change.
Distinguish an airport connection from another visit
German guidance states that an airport connection without leaving Baku's international transit area does not require a visa. Collecting baggage, changing to a separate booking or visiting the city may change your arrangements. Ask the airline whether your precise connection requires passing immigration.
A return to Baku after visiting another country is a fresh entry. Review the full itinerary instead of assuming that the unused days on a previous visa cover another arrival. If several entries are essential, establish the correct arrangement before beginning the trip.
Leave time for a careful application review
Start after settling your passport and intended arrival date, with room to correct a poor scan or an inconsistent name. German public holidays and Azerbaijani working days are not interchangeable, so avoid building a tight departure plan around a German working-week calendar.
When the visa is issued, compare it with the passport before printing it. Keep the printed document with your travel papers. If you stay longer than 15 days, confirm your place-of-stay registration with your accommodation; receiving the visa does not complete that separate step.
Keep these to hand
Your German passport application checklist
- Your current German passport, rather than a Personalausweis.
- A clear image of the passport photograph and identity page.
- Names and document dates checked against the original passport.
- An arrival route confirmed independently of visa eligibility.
- An accessible email address and the intended accommodation address.
Check passport expiry against the visa's expiry date: the passport must remain valid for at least three months after that date. The 90-day visa window does not allow a 90-day stay; the maximum stay is 30 days.
Prepare a readable passport image and the details in the full document and passport checklist.

Questions from German travellers
Can I enter Azerbaijan with a German Personalausweis?
No. German travel guidance does not accept a Personalausweis for entry. Prepare and carry a valid passport, together with the visa or other entry permission applicable to your circumstances.
Does living in Germany make me eligible as a German citizen?
No. Residence in Germany and German citizenship are different. Choose the nationality of the passport you will use, then check the rules for that document.
Can I use an e-Visa issued for my previous German passport?
Do not assume it transfers to a replacement passport. The travel document used for the visa application must match the one used for the journey.
Do I need an embassy appointment for an ordinary short holiday?
An e-Visa is available to eligible German passport holders without a routine consular application. A consular visa remains another route and may be appropriate for different documents or travel needs.
What are the Standard and Urgent package prices for German applicants?
The Standard package is $59 USD per applicant; Urgent is $99 USD per applicant. These are the total evis.az application service package prices. Choose either package to carry its processing option and total into the application form.
