Do Pakistani citizens need a visa for Azerbaijan?
Yes. Pakistani ordinary-passport holders normally need a visa before travelling to Azerbaijan and are eligible to apply for an e-Visa. A Pakistani identity card does not replace the passport used in the application. Separate arrangements can apply to qualifying residence-permit holders and special travel categories; a consular visa is also an alternative where appropriate.

Check overseas residence separately
Living in the UAE or another Gulf country does not change your passport nationality. A qualifying residence permit may affect your entry route.

Prepare your Pakistani passport details
Keep the passport photo page beside you while completing the form. Enter the names in the fields shown on that page, rather than copying an airline account, a CNIC record or an abbreviated name used at work. Check the passport number character by character, especially where a letter and a digit look similar.
If your passport has only one name or an empty surname field, ask for guidance before submitting instead of inventing a second name. The application should describe your document accurately. If renewal is imminent, decide which passport you will travel with before beginning; a visa linked to an old passport should not be assumed to cover its replacement.
Understand the Pakistani fee arrangement
Government information lists a fee-waived 15-day visa arrangement for Pakistani ordinary-passport holders through diplomatic representations and consulates. That concerns the relevant government visa fee. It is different from being allowed to board a flight without obtaining a visa.

Applying while living outside Pakistan
Select Pakistan when travelling on a Pakistani passport, even if your home address is in Dubai, London or another city abroad. Enter your actual residential address separately. A residence card and a passport establish different things and their numbers should not be interchanged.
Some qualifying Gulf residence permits can provide a separate airport-visa route. This depends on the issuing country, remaining validity and the current conditions, rather than Pakistani citizenship alone. Check the exact permit before relying on that exception. A transit stop in the Gulf, a visit visa or an expired residence card should not be treated as equivalent.
Review each traveller before choosing processing
For a family trip, compare each person's passport, planned arrival and contact details separately. Similar names can make it easy to attach a parent's scan to a child's details. Keep files clearly labelled and preview the actual upload; avoid relying on a thumbnail alone.
Use the date you expect to enter Azerbaijan, not the date you leave Pakistan or the date of a connecting flight. Before moving on, confirm the chosen processing option, the accommodation address and an email inbox you can access while travelling. Starting early leaves time to resolve an unclear name field or replace an unreadable image.

Questions from Pakistani travellers
Is Azerbaijan visa-free for Pakistani tourists?
Not under the normal ordinary-passport tourist rules. Pakistan is an e-Visa-eligible nationality, which means you can apply online; it does not mean you can travel without a visa. Personal residence or special-category exceptions need a separate check.
Can I upload my CNIC instead of my passport?
No. Use the photo page of the passport you will carry to Azerbaijan. A national identity document is not the passport attachment requested in this application.
Does the 15-day fee exemption make this service free?
No. A government fee exemption has its own conditions and application route. The packages displayed here are separate service prices; confirm the route you intend to use before applying.
I live in the UAE. Should I select UAE nationality?
Select the country of the passport used for your application. If that is Pakistan, choose Pakistan. Check any qualifying UAE residence-permit entry arrangement separately rather than changing your nationality selection.
