First separate a UAE passport from UAE residence
“I live in Dubai” does not identify your passport nationality. You might hold an Indian passport and an Emirates ID, a Pakistani passport and a UAE residence visa, or a UAE passport. Those are different cases. A flight departing from Dubai or Abu Dhabi does not give every passenger the same Azerbaijan entry rights.
Start with the passport you will use for the journey. Then check whether your current UAE residence creates an additional airport option. For a UAE citizen, check the applicable visa-free arrangements first; do not buy a package simply because you are travelling from the Emirates.
Can UAE residents get an Azerbaijan visa on arrival?
The Azerbaijan Embassy in Abu Dhabi publishes an airport route for UAE resident-visa holders, except citizens of Syria, Iraq and Afghanistan. Its guidance specifies at least six months of residence-visa validity and at least four months of passport validity, and distinguishes a passport from another travel document. The central airport guidance uses “more than six months” for residence validity: if you are at the six-month boundary, confirm eligibility before relying on arrival.
A residence visa that has expired, is still awaiting renewal, or will be close to expiry on arrival needs its own check. A pending renewal is not the same document as a valid renewed residence permission. Ask the airline to check the documents you will actually carry and the date you intend to arrive.
If your UAE residence has less than the required validity, the advance e-Visa option depends on your passport nationality. Being unable to use residence-based arrival does not automatically make you e-Visa eligible. Equally, a passport eligible for an e-Visa can be assessed on that basis without treating the UAE residence as the source of eligibility.

How to prepare an advance e-Visa from the UAE
- Select your passport nationality. Use India, Pakistan or the actual issuing nationality, rather than UAE because it is where you live.
- Choose the date and package. Compare the timing against your arrival in Azerbaijan, including a flight that lands after midnight. The Urgent guide explains the shorter processing option.
- Copy details from that passport. Use its names, number and dates. An Emirates ID number is not the passport number requested in the application.
- Prepare the upload and addresses. Our form takes a readable passport photo-page image. Enter your genuine permanent address and Azerbaijan accommodation address in their respective fields; do not substitute the departure airport for either.
- Review before payment. Check the selected nationality, package, arrival date, email and price. After issue, match the visa to the same passport you will carry.

UAE resident questions before you apply
Does an Emirates ID make me e-Visa eligible?
No. For the ordinary-passport application offered here, eligibility is checked against your travel passport nationality. The Emirates ID and residence permission relate to a separate residence-based entry assessment.
Can I apply online while I am in Dubai?
An eligible passport holder can prepare the online application from the UAE. Select the passport nationality correctly, then use the document and travel details requested by the form.
Is a UAE tourist or visit visa the same as a residence visa?
Do not treat them as interchangeable. The published resident arrangement refers to UAE residence, so confirm your actual document category rather than relying on permission for a short visit to the UAE.
Should my whole family choose the same route?
