Start with your actual connection
Airside transfer or entry into Azerbaijan?
The deciding question is whether you will cross immigration, not simply whether the layover lasts 6, 12 or 24 hours. Pick the situation you expect, then confirm the practical arrangements with your airline.
Select a transfer plan to see your next step.
Remaining in international transit
You do not need an Azerbaijan entry visa if you stay in the international transit area. Confirm that your flights, baggage and onward boarding pass can all be handled airside. This does not remove your destination country’s entry requirements.
Check the connection details →Entering Azerbaijan for the stopover
Going into Baku or using a landside hotel means passing immigration. Check the entry rules for your actual passport and any exemption. An eligible traveller who needs a visa can prepare an advance e-Visa.
Check my passport’s entry optionsConfirm the route with your airline first
Ask whether you must collect checked luggage, visit a landside check-in desk or pass immigration between flights. Do not assume that separate tickets or a terminal change are automatically an airside transfer.
Use the airline question checklist →Check baggage, boarding passes and separate tickets
Heydar Aliyev International Airport describes an international-to-international transfer within Terminal 1 that does not require immigration or customs clearance. That published route is not a promise that every possible booking can use it.
| Ask your airline | Why the answer matters |
|---|---|
| Will my checked bags be tagged through to the final destination? | Collecting baggage may involve an arrivals route. Confirm whether your booking requires entry into Azerbaijan. |
| Can I get the next boarding pass in the transfer area? | A landside check-in requirement changes the practical route, even if the next flight is international. |
| Does my terminal-to-terminal route remain airside? | Do not apply the Terminal 1 international transfer instructions to a different connection without confirmation. |
| Can I stay airside throughout an overnight connection? | Confirm access and facilities for your actual flight times instead of relying on an assumed hour limit. |
Keep the airline’s answer with your itinerary. A long connection by itself neither creates a visa exemption for entering Baku nor means that everyone remaining airside must buy a visa.
Leaving the airport to visit Baku
If your plan includes sightseeing, meeting someone outside arrivals or sleeping at a landside hotel, review Azerbaijan entry requirements before departure. Use the passport you will carry on the trip; residence in another country is a separate fact.
- Check your passport’s entry options. Select your nationality in the passport panel. Some eligible nationalities also have a visa-free or airport-visa alternative; read the conditions rather than assuming an e-Visa is compulsory for everyone.
- Prepare an eligible application if you need one. Have the passport image, arrival date and genuine Azerbaijan accommodation/contact details ready. Read the application checklist before opening the form.
- Keep the itinerary realistic. Allow for immigration, transport, return security and your airline’s check-in or boarding deadline. The existence of a visa does not establish that a short city trip will fit your connection.
Choose visa timing around your arrival, not your departure
For an eligible traveller who needs an advance visa, the evis.az packages are $59 Standard or $99 Urgent per applicant. Standard has a published visa-processing period of up to three working days; Urgent has a three-hour option, including non-working days. Preparation, payment, submission and any request for additional information need to be considered separately.
Use the Urgent timing guide if arrival is close. Buying a package is not approval and an expected processing time does not make an unissued visa valid for boarding or entry. Check the issued visa’s start date against your intended stopover arrival.
A single-entry e-Visa covers one entry. If you leave Azerbaijan and plan to enter again on the return connection, do not assume the used visa covers that second visit. Review the return journey separately.
Baku transit visa questions
Do I need a visa for a 12-hour layover in Baku?
The hour count alone is not the decision. No Azerbaijan entry visa is required if you remain in international transit. Passing immigration for a city visit, hotel or a connection that requires entry means checking your passport’s entry rights.
Can I leave Baku airport with an approved e-Visa?
An eligible traveller may seek entry using an issued e-Visa valid for the intended arrival and the matching passport. Admission is decided at the border. Make sure the return-to-airport plan fits the airline’s deadlines.
Are separate tickets automatically visa-free transit?
No automatic conclusion follows from the ticket count. Confirm baggage, boarding-pass and transfer arrangements with the operating airlines. If the journey requires immigration, check Azerbaijan entry rules before travel.
Is this application a special airport transit visa?
No. The evis.az application is for the Azerbaijan e-Visa route. A traveller remaining airside does not need to buy an entry visa just because this page discusses transit. A traveller entering Azerbaijan must use an entry route appropriate to their passport and trip.
Can the same e-Visa cover Baku on both outward and return flights?
It is single entry. If it is used to enter on the outward journey, do not treat it as an unused entry permission on the way back. An entirely airside return transfer is a different situation from entering the country again.
