Azerbaijan e-Visa for Estonian Citizens
Travelling from Estonia does not always mean travelling on an Estonian citizen passport. Identify the document you will carry, then prepare its identity page, your arrival and your accommodation before choosing a package.
USD per applicant · Your passport nationality and package carry into the form.
The short answer
Do Estonian citizens need a visa for Azerbaijan?
Yes. Estonian ordinary citizen-passport holders need a visa and Estonia is on Azerbaijan’s e-Visa eligibility list. An Estonian e-Residency card is not a travel document or citizenship. If you use an alien’s passport or another special document, clarify that document’s route before following ordinary citizen-passport instructions.

Three checks for your Estonian passport
Use the travelling passport
Citizenship, residence in Estonia and an e-Residency digital identity are different. Choose the passport actually used for this trip.
Keep the full identity page
Upload the current passport page with its machine-readable lines; an ID card or digital signature certificate cannot replace it.
Check the final arrival route
A visa does not establish that a land crossing is open. Confirm transport and border arrangements before selecting arrival dates.
Choose your processing option

Choose around your intended arrival in Azerbaijan. Both packages cover the same single-entry e-Visa and permitted stay, with different processing options.

Apply Standard — $59Urgent e-Visa
$99USD / applicant

Which Estonia-related document are you using?
For a routine application on this page, use an ordinary Estonian citizen passport. The country selection refers to the travel document, not the location of your business, an Estonian company registration or an address in Tallinn. A foreign national living in Estonia should assess the passport they intend to present at the border.
Estonia’s e-Residency programme provides access to digital services. Its digital ID does not confer Estonian citizenship and cannot be used as a travel document. Someone who obtained e-Residency to run a company should therefore not select Estonia simply because that card is available.
An alien’s passport, refugee document or other special category needs its own check. This form supports ordinary passports; do not relabel a different document to complete it. Confirm the applicable electronic or consular arrangement for the exact document before making a payment.
Enter names and passport numbers from the same document
Read surname and given names from the current passport. Where its name contains Estonian characters such as Õ, Ä, Ö or Ü, use the Latin spelling shown in the machine-readable zone for this form. Do not create a transliteration from memory or substitute the spelling saved in an airline profile.
The passport-number field needs the number of that passport, not the isikukood, an identity-card number or an e-Residency card number. After a renewal, compare the uploaded image with the entered number and expiry date together. Keeping an old scan beside a newly entered number creates two different document identities in one application.
Use a clear JPG, JPEG or PNG of the identity page, including both machine-readable lines, within the displayed 10 MB limit. Check the preview for glare and cropped corners. The passport page already contains the portrait; this form does not request a separate studio photograph.
Start with Estonia already selected.
Match the visa start to your actual entry into Azerbaijan
If departing Estonia with a connection, use the final flight’s local arrival date in Azerbaijan. Departure from Tallinn and arrival in Baku can fall on different calendar dates. Review that arrival again when a connection changes instead of copying the first flight’s departure date.
Estonia’s travel advice reports restrictions on Azerbaijan’s land borders. Recheck the current route before planning entry from a neighbouring country: holding an e-Visa does not open a closed crossing. Airline transit requirements are also separate from the permission to enter Azerbaijan.
The usual e-Visa allows one entry and a stay of up to 30 days within its 90-day validity window. Leaving Azerbaijan and returning is a second entry, even when the first visit lasted only a few days. Check the issued PDF dates and entry allowance before arranging that return.
Review the package, expiry and accommodation before payment
Compare passport expiry with the visa’s expiry, allowing at least three further months of passport validity. A short holiday’s return date is not the same calculation. If renewal is needed, settle the new passport first so the application and travelling document match.
Standard costs $59 USD per applicant; Urgent costs $99 USD in total. Standard processing is three working days, while Urgent has a three-hour processing option regardless of holidays. These are USD service-package totals, not EUR amounts. Allow time for preparation and corrections before departure.
Keep a reachable email and the full accommodation address in the application. Print the issued visa for travel with its matching passport. For a visit exceeding 15 days, agree with the accommodation provider who will complete place-of-stay registration and retain its confirmation separately.
Keep these to hand
Your Estonian passport application checklist
- Ordinary Estonian citizen passport identified; e-Residency or another document not substituted.
- Passport names in the required Latin spelling and the actual passport number.
- Clear current identity-page image including the machine-readable lines.
- Passport expiry checked against visa expiry and final Baku arrival date confirmed.
- Full accommodation address, reachable email and registration arrangements for a longer stay.
- Standard or Urgent USD total reviewed for each applicant.
Check passport expiry against the visa's expiry date: the passport must remain valid for at least three months after that date. The 90-day visa window does not allow a 90-day stay; the maximum stay is 30 days.
Prepare a readable passport image and the details in the full document and passport checklist.

Questions from Estonian travellers
Can I apply as Estonian because I have e-Residency?
No. E-Residency does not grant Estonian citizenship and its digital ID is not a travel document. Use the nationality and document details of the passport you will actually carry.
Can I use an Estonian alien’s passport in the ordinary-passport form?
Do not describe a special document as an ordinary citizen passport. Confirm the route for that exact document first; this guide does not establish its electronic or consular eligibility.
Should I enter my isikukood as the passport number?
No. Enter the number of the passport identity page being uploaded. A personal identification code, ID-card number or e-Residency card number is a different identifier.
Does an e-Visa let me cross a closed land border from Estonia’s neighbouring region?
No. A visa and an open crossing are separate requirements. Check current border and transport advice for the actual route before organising an overland arrival.
Which arrival date should I use for a flight connecting after midnight?
Use the local date on the final arrival into Azerbaijan. Check both the connection and the issued visa start date rather than using departure from Tallinn.
What are the Standard and Urgent package prices for Estonian applicants?
The Standard package is $59 USD per applicant; Urgent is $99 USD per applicant. These are the total evis.az application service package prices. Choose either package to carry its processing option and total into the application form.
